Terms and Conditions

Terms governing use of REFILLO payment infrastructure, merchant responsibilities, fees, settlement, gaming compliance and service limitations.

1. Acceptance and Scope

REFILLO is merchant payment infrastructure. By using the platform, completing registration, paying fees, activating payment wallets or using payment APIs, a merchant agrees to these Terms and Conditions and the published Privacy, Refund, Settlement and Fees, KYC/AML and other applicable policies.

Important: REFILLO is not a casino or gaming operator. Merchants are solely responsible for licences, age verification and legal authorization required where they operate gaming, casino, betting or similar services.

2. Registration and Account

  • Merchants must provide accurate identity, business, contact and verification information.
  • The one-time registration fee is ৳50,000 and is non-refundable, including where the merchant does not later use the service.
  • False, misleading or materially inaccurate information may result in account restriction, suspension or deactivation.
  • Merchants are responsible for protecting login credentials, API keys, secrets and other security information.

  • An annual ৳950 maintenance charge applies per active wallet.
  • A minimum ৳1,000 reserve must remain in each wallet before additional funds can be withdrawn.
  • A separately assigned rate in a written merchant agreement or dashboard takes precedence where applicable.

4. Settlement

Eligible standard API payments received on a business day are processed on the next assigned settlement day after 3:00 PM Bangladesh Time, subject to receipt of the relevant provider funds. Before settlement, merchants remain responsible for required payout support funds for customer withdrawals. If bKash/Nagad provider settlement is not received on Friday or Saturday, eligible funds are processed after provider funds are received, normally in the Sunday settlement cycle.

5. Agent Cashout

In agent cashout mode, the correct transaction ID must be submitted after funds are sent to the customer. Eligible deposit funds may be reconciled immediately against open withdrawals without a separate advance support balance, while minimum wallet reserves and other risk controls remain applicable.

6. Prohibited and Regulated Use

  • Illegal gaming/gambling, underage use, money laundering, fraud, sanctions evasion, stolen funds or stolen identities are prohibited.
  • Merchants must verify customer eligibility, age and identity as required by local law.
  • Suspicious transactions, excessive disputes, fraud or regulatory risk may result in settlement holds, requests for additional documents or service restrictions.

7. Final Payment Status

A transaction is considered successful only on the basis of a trusted provider confirmation, server-side verification or another approved payment source. Browser redirects, screenshots or customer claims alone are not final proof of payment.

8. Liability and Service Restrictions

REFILLO will use reasonable efforts to address delays caused by providers, banks, telecommunications networks, government directions, technical disruptions or third parties. Payment functionality may be temporarily restricted without prior notice for security, compliance, risk or outstanding-fee reasons.

9. Policy Changes

Policies may be updated to reflect service, provider, regulatory or risk changes. Where reasonably practicable, material financial changes will be communicated through the dashboard, notices or official channels before taking effect.
